The Road Cargo System (ROCARS) will be fully implemented on November 17, 2011. To assist cross-boundary truckers in registering to use the ROCARS, two mobile registration centres of the Customs and Excise Department (C&ED) have come into operation. The two mobile registration centres rove between the outgoing vehicle holding areas of four land boundary control points.
